Cardiff’s housing target: the wards that need a school and a bus

Welsh Government’s indicative local shares put Cardiff at the top of the pile. The useful bit is not the round number: it is which wards the council’s own paper says cannot take it without a school and a bus. Cover Wales will file the ward map when the cabinet paper is public. Until then this is a headline, not a tour of empty sites.
