Housing target: Newport 1,140 a year — flood risk is the limit east of the Usk

The national figure landed yesterday. Newport and Monmouthshire would take the heaviest lift in the former Gwent.

Newport High Street on a weekday

Welsh Government published indicative local shares of the new housing target on Wednesday. Cover Wales has mapped the Gwent slice: Newport 1,140 homes a year, Torfaen 410, Blaenau Gwent 280, Monmouthshire 520, Caerphilly 690. Those are planning figures, not funded starts.

The local hook

Monmouthshire members have already said the A40/A449 corridor cannot take that volume without a new secondary school. Newport’s cabinet paper on the Usk works notes that flood risk, not land supply, is the binding constraint east of the river.

National totals from Welsh Government statistical release, 26 August 2026. Local shares calculated by Cover Wales desk.
