Second-home premium: which councils charged 300%, and who is exempt
The map
Gwynedd, Anglesey, Pembrokeshire, Ceredigion and Gwent’s Monmouthshire have set 300%. Cardiff, Swansea, Newport, Torfaen, Blaenau Gwent and Caerphilly sit at 150–200%. No council stayed at zero. The premium applies from 1 April 2027 bills, based on the 1 November 2026 occupation snapshot.
The exemptions that survive
Job-related second homes (armed forces, some NHS) and annexes still used by a relative are out. Holiday lets that pay non-domestic rates because they meet the 182-day actual-let test are out of council tax altogether — they are a business rate question, not this premium. If you let 70 days, you are in the premium.
